Chaiken, Max (Chaiken Other Green Economy.pdf)  2009 The Other Green Economy. His Brown University undergraduate thesis in economics referenced by the Freakonomics blog of The New York Times. Pushes the envelope. Too bad Max has left the poteconomics realm.

Miron, Jeffrey PhD  (Miron Report 2002.pdf)  2002 The Effect of Marijuana Decriminalization on the Budgets of Massachusetts Governments, With a Discussion of Decriminalization’s Effect on Marijuana Use. The original source of his Miron’s famed $6.2 billion projection.

Miron, Jeffrey PhD  (Miron Report 2003.pdf)  2003 Budgetary Implications of Marijuana Legalization in Massachusetts. Recycles the same stuff.

Miron, Jeffrey PhD  (Miron Report 2005.pdf)  2005 Budgetary Implications of Marijuana Prohibition. The most quoted pot tax document though it’s not much different from the preceding docs.

Miron, Jeffrey PhD  (Miron Report 2008.pdf)  2008 The Budgetary Implications of Drug Prohibition. Basically the same projection, different year. Hey, at least he’s a famous economist who acknowledges the existence of cannabis as a commodity — which, surprisingly, is more than you can say for 99.999% of his colleagues.

Miron, Jeffrey PhD  (Miron Report 2010.pdf)  2010 The Budgetary Implications of Drug Prohibition. In which Dr. Miron enlists a new co-writer yet reprises the same decade-old stats.

Pacula, Rosalie and Caulkins, Jonathan (Caulkins Pacula Inferences.pdf) Marijuana Markets: Inferences from Reports by the Household Population. 2005. Conclusions similar to The Miron Report by academics from RAND and Carnegie Mellon. If you like your cannabis commerce obfuscated with equations like ln Ci = α + β ln Qi + δ Ei + γ Xi + εi, be my guest, plunge right in. Caulkins and Pakula love assuming the roles of high priest and high priestess capable of modeling mystic data unlike us mere mortals … as if the same calculations couldn’t be made using 4th grade math understood by anyone who attended elementary school.

Pacula, Rosemary; Kilmer, Beau; Caulkins, Jonathan; MacCoun, Robert; Reuter, Peter (RAND on CA.pdf) 2010 Altered State? Assessing How Marijuana Legalization in California Could Influence Marijuana Consumption and Public Budgets. Good title, then the usual drudgery [lots of research and documentation, nothing in the way of visualization or fresh thinking] from Rosemary Pacula & Co; RAND was initially funded by the USAF to justify escalating the space race and spending exorbitantly on the military industrial complex after Sputnik freaked out America with a flyover in the 50s.
